Prepare both PDFs for a fair comparison
Use the original exports when possible and match page order, page size and orientation before interpreting a difference. A shifted crop box, a different scan resolution or one inserted cover page can make every later page look changed even when the content is the same. If page counts differ, compare the matching section rather than assuming page 5 in version A corresponds to page 5 in version B.
What a visual difference does not prove
A heatmap detects changed pixels; it does not explain their meaning. Font rendering, anti-aliasing, compression noise and scanner movement can create highlights without a substantive edit. Conversely, a visually small change can alter an amount, date or legal obligation.
